Ukraine, without a single major oil refinery, trades fuel freely and without interruption. Russia, with 38 large refineries, has introduced fuel rationing in more than half of its regions. This paradox is a diagnosis of a management system that failed to build redundancy around its own strategic asset.

What This Story Is Really About

Ukraine built a fuel model with no single point of failure: 100% imports from more than 10 EU countries, diversified logistics via rail and Danube ports, and a "just-in-time" model without large storage facilities. There's nothing to strike — nothing inside the country to destroy.

 

Russia, despite excess refining capacity, built a system dependent on a limited number of nodes. The loss of the Moscow refinery, which covered 40% of the capital's needs, immediately created a shortage — alternative supply channels were not prepared in advance. This is a planning failure: risk concentrated in a country with 38 plants and vast territory.

Numbers That Expose the Problem

As of July 1, AI-95 gasoline costs $1.66 per liter in Ukraine versus $0.92 in Russia. Diesel costs $1.70 in Ukraine versus $1.04 in Russia. Ukrainian fuel is 60-80% more expensive, but availability is guaranteed. Cheap Russian fuel, in the moment, is physically unavailable at many gas stations — Russia optimized its market for low prices but failed to build in a margin of resilience against attacks, even though the war has been going on for years now.

Management Failures

Panic buying triggered by news of shortages added an estimated 20-30% to consumption — hoarding and stockpiling amplified the effect of actual supply disruptions.

Restrictions such as "tank only, no jerry cans" are a reaction to a crisis already underway, not a preventive measure. A shortfall of 400,000 tons out of a monthly 4 million tons — just 10% — should be absorbed through redistribution in a country with developed logistics, not through rationing imposed on the public.

Outlook

Until regulators build reserve refining capacity and diversified logistics, every new wave of strikes on refineries will reproduce the same scenario: lines, limits, panic. The model Ukraine was forced to build on imports has proven more resilient to military strikes than Russia's model, which relies on excess domestic production.
