"A Technical-Level Meeting": How Talks About Talks Became the Main Weapon of the Autumn

Over the week of October 5–10, the map did not move, but the diplomatic calendar has grown to the size of a suburban commuter-train timetable: Kyiv is ready, Washington offers, Moscow "does not rule it out." The only thing missing is the train itself.

The fact. Zelensky said that the American team is proposing a trilateral meeting at the technical level before the end of October. Witkoff and Kushner are meeting the Ukrainians in Miami on October 9, and they may travel to Moscow later. At the same time, both the American and Russian sides acknowledge that, for now, there are no prospects for a peace settlement. Recall that on October 1 Putin called a mutual halt to strikes on energy infrastructure and shipping "meaningless," and the next day Peskov stated that partial agreements would not end the war. Meanwhile, according to analysts at the ISW, the autumn-winter campaign of strikes on Ukrainian energy infrastructure may have started ahead of schedule.

Now, the lie. "Technical level" is a polite name for a meeting at which nothing can be decided, but which can nonetheless be called progress. Note the mechanics: the simplest possible step, a mutual pause in strikes on energy infrastructure, is rejected as "partial," and in its place they offer to discuss a comprehensive deal, that is, one that is plainly unattainable before winter. This is not diplomacy; it is time management: while the format is being discussed, there is nothing to discuss on substance, and the schedule of strikes stays the same. Each side prepares for the meeting so as to look ready while conceding nothing.

Analysis for you. If you were expecting the "October talks" to change anything before the cold sets in, plan differently. No real agreements that would reduce tension over the coming months are in sight. So neither rhetoric about a "breakthrough" nor talk of "imminent peace" should influence your financial or household decisions. Trust actions, not calendars.

A meeting about a meeting is the favorite genre of diplomats who have nothing to say on the substance.
