Illegal Migration – A Way For the Mankind To a Humanitarian Crisis?: Page 2 of 2

Миграционный контроль

a group of Guatemalan migrants that also wants to get into the USA. The Chinese – according to the US Immigration Service – pay from 30,000 to 50,000 US dollars to enter the Mexican territory. At first they need to get to Ecuador by plane and from there they go to Mexico. Then Chinese illegal migrants reach the border town of Tijuana and from there they illegally cross the Mexican-American border.
Ethiopians have to make their way to the South Africa first, where they get fake South African passports in order to fly to Brazil then. From there they enter Colombia and from Colombia they reach Mexico in different ways. Opportunistic Nigerians who managed to get fake passports of other countries at home go to Italy or Spain first. If they manage not to run into the immigration authorities of these countries, they further move to Cuba, Colombia, Ecuador or Argentina by sea. In these countries they work (or don’t work believing that it is easier to get money illegally), saving for further journey to the USA though Mexico. The Somalis get into Mexico through Dubai, United Arab Emirates, Russia, Cuba and Colombia.
According to the National Migration Institute of Mexico (Instituto Nacional de Migraciòn), about 70,000 people in total were arrested in 2010 while trying to cross the Mexican-American border illegally.
Not only Mexico faces this problem; abovementioned Colombia and Ecuador are also actively used by illegal migrants to reach their goal – the USA. In addition, behind the organization of such migration routes always stand organized crime and corrupted officials. Thus, instead of focusing on solving problems of vital importance for the Latin Americans and other nations as well – fighting production and distribution of narcotics – special services, army, and police of Latin American countries are forced to undertake an additional role of a filter for migrants.

Who Is To Be Blamed And What Should Be Done?

And how can be evaluated losses of manpower in the countries where migrants come from? Who will be able to compensate for these countries the loss of the most active and industrious part of the population that leaves its home country in search of “American (Spanish, French, Russian, German, etc.) dream” and how can it be done? If the Secretary-General of the UN manages to appreciate the migrants’ economic contribution after all, for which reasons he fails to mention the heaviest social impact which the donor countries experience losing their citizens. The amount of international aid to the developing countries does not compensate losses from the drain of the most initiative and enterprising part of the population which is able and willing to work, but fails to find suitable working conditions satisfying their ambitions in their home countries.
Upon carrying out a brief analysis of the migration situation in the world, it can be stated that more and more people start to think about the fact that the problem of migration is artificially promoted by developed countries, interested in low-paid labor force. Developing countries allege that they need help in development of their economies but not financial and food aid. And the measures, currently taken by some international organizations, help the industrious and active part of the population in the countries, which supply labor force, only not to starve and fight for survival so far.
Meanwhile, citizens of developed countries are forced to live in fear of “terrible and savage” migrants remaining under absolute control of their governments represented by law-enforcement and special agencies. People in Europe, Russia and the USA only nod agreeably when told “about the necessity of additional financing the struggle against illegal migration”.
A high level dialogue on the issues of migration is planned for 2013 under the aegis of the UN. Just wait for a while - maybe then the actions, aimed at development rather than fake “aiding” to developing countries, will start to take place under the guidance of this influential international organization. Maybe, affluent countries will actually think that they should live by their own labor and not by exploiting other nations.
According to the International Organization for Migration (IOM), the number of migrants will almost double and reach 405 million people by 2050. Experts believe that the trends of migration flows growth will be partially connected with the consequences of the global climate change and shortages of manpower in developed countries. If the mankind does not begin to act effectively when it comes to solving urgent problems of preventing illegal migration, our civilization is quite possible to anticipate an unprecedented humanitarian crisis compared to which any economic depression of the recent years will seem like a gentle breeze in comparison with a tropical hurricane.

“According to the Federal Migration Service of Russia (FMS) statistics, one of four migrants entering Russia comes to Moscow. 1,709,230 people were registered in the capital in 2007; in 2008 – 1,864,083 people; in 2009 – 1,778,280 people; in 2010 – 1,840,446 people.
According to the data for the previous year, most of the migrant workers were engaged in construction – almost 41,000. About 33,000 were employed in the sphere of commerce and transport and household items repairs and other services. Third place is taken by the real estate, leasing and rendering services, where around 31,000 foreigners were involved.”
