Beijing Warns Washington of Response to Anti-Russian Sanctions

Following the U.S. Senate's passage of a bill sponsored by Senator Graham, which grants the president the authority to impose 100 percent tariffs against the largest buyers of Russian oil, including China, India, and a number of other countries. The Chinese Embassy in Washington openly stated that Beijing "firmly opposes unilateral sanctions" and will take the necessary measures to protect its companies if the law takes effect. This looks to me like a moment of truth—the bill is currently stuck in the House of Representatives until September, but if it passes, we will not be talking about targeted countermeasures but about a direct trade conflict with the largest consumer of American goods, and anyone trading with the U.S. or China should already be factoring this risk into contracts for the end of the year.

On August 9–10, a typhoon with wind speeds of up to 42 meters per second struck Zhejiang province, forcing authorities to evacuate more than a million people, cancel thousands of flights, and declare a record daily rainfall total in Shanghai—the highest in 150 years. To me, this is not just a weather report but an indicator of how vulnerable China's eastern industrial arc is to climate risks, and any business with logistics running through Shanghai or Zhejiang should treat such stoppages not as an exception but as a recurring line item in expenses.

With just over a hundred days remaining until the November APEC summit in Shenzhen, Beijing is already preparing it as a demonstration of its own technological and economic future, while Vladimir Putin has previously confirmed his personal participation. I see it this way: China is once again using a major multilateral forum as a platform to display strength and attract investment, while simultaneously reinforcing a format in which Russia remains an honored guest—but not the only one—on China's grand stage.
