The Board of Control of the State Water Resources on Tuesday approved rules requiring cities to limit watering of public property and encourage homeowners to dry their lawns.


The objectives of mandatory water saving are aimed at hundreds of local water management agencies and cities, although it is unclear what kind of punishment they will face if do not save enough.
Gov. Jerry Brown has proposed fines of up to $ 10,000 for those who do not comply with the restrictions, but the plan requires legislative approval.
